Pawtucket HOME-ARP Program

NOTICE OF FUNDING OPPORTUNITY

The City of Pawtucket is releasing this Notice of Funding Opportunity (NOFO) on August 25, 2025 for projects aimed to address homelessness issues and improve housing stability. The City of Pawtucket has received $2,076,595 in HOME Investment Partnerships Program (HOME) funds through the American Rescue Plan Act (HOME-ARP). The HOME program provides formula grants through the U.S. Department of Housing and Urban Development (HUD) that communities use to fund a wide range of affordable housing activities.

As specified in the City of Pawtucket’s HOME-ARP Allocation Plan, $1,715,106 in HOME-ARP funding is made available for this funding competition. Of this amount, $1,000,000 has been allocated to development of affordable rental housing projects, $353,500 for the acquisition and/or development of non-congregate shelter space, $154,000 has been allocated to supportive services projects, $103,803 for non-profit operations to alleviate homelessness, and another $103,803 has been allocated to non-profit capacity building. Funding for nonprofit capacity building will only be provided as supplemental grants to be paired with funding for other HOME-ARP projects. Private nonprofit 501(c)(3) organizations, public housing agencies, and other entities are eligible to apply.
