The Industrial Revolution began at Slater Mill in 1793. Artistic creativity and skills flourished on the Blackstone River. Today, Pawtucket's mills are home to businesses, restaurants, artists, and livable space. Visitors can experience art galleries across the city, attend performances, and hear live music. The City's infastructure is also infused with art, such as murals along the I-95 corridor and throughout the city.  Mayor Donald R. Grebien has been proactive in creating an artist friendly environment in the City.

On a state-level, in 1998, the Rhode Island General Assembly passed a law creating a 307 acre Arts and Entertainment District in the City’s historic downtown. The Rhode Island General Assembly enacted legislation, signed by the Governor to allow artists to sell art work throughout the state without charging sales tax.  However, for artist (eligible to participate) living within the City’s legislatively designated district, the law exempts them from paying state income tax on the income generated from their creative work, specifically in the artistic media of writing, dance, composer/performer, sculptor, painter, photographer, and actor.
